Had the "Your Payment Provider has not authorised your purchase." bug for months now from GMG. Finally came across a thread suggesting to check any typos on the account page under the credit card address... At some point my state/province was changed to Nebraska.. as opposed to Ontario. No idea how that happened but, managed to succesfully purchase a game from them today so... hopefully this will help anyone else with the problem

I haven't encountered that problem yet however they're the only site where my purchases fail, and they issue a refund. It goes through if I try it again though. It's weird.
