I assumed that Burnout Paradise: The Ultimate Box would have all the DLC included but I should know better than to give EA that much credit

PC? It's the something Island DLC that's missing, right? That's because it was never ported, for some reason. So, yeah, it sucks but it's not just EA being dicks for no reason.

That's the same situation with the console versions. It included the update and some of the minor doc but none of the good stuff. I remember being just as disappointed when I got it
