    I need an application that will let me cap the Internet speed on one of two PCs that share an Internet connection. IE, my brother will be using the old PC when I buy a new one, so I want to cap his Internet speed so if he turns on YT videos or torrents, it doesn't ruin my gaming sessions (and vice versa).
