Reading the code of Hammurabi. Lots of punishment by death in the 18th century BC. E.g. If a fire break out in a man's house and a man who goes to extinguish it cast his eye on the furniture of the owner of the house, and take the furniture of the owner of the house, that man shall be thrown into that fire. Glad it's the 21st century AD.

Not really. House fires were a somewhat common occurence back then, and there were a lot of people just jumping in to steal stuff in the commotion.

That level of strictness makes sense... you're not looking for fair treatment of people who exploit society - you're trying to make sure it doesn't happen at all. If they do, they had their warning, so it's into the flames! They weren't exactly a hair's width from anarchy back then, but it WAS over a few millenia ago. First and foremost, maintain order.
