      You're right that the riots are simply about looting and causing destruction, and every indication seems to point to them being gang orchestrated, which is one of the reasons the police are having trouble - it's hard to contain the troublemakers when they hitting specific targets rather than running around as a directionless mob.

       

      You mentioned using tear gas, but like you said buildings are being lit on fire - you're going to end up with...

      ...innocent people escaping burning buildings into a cloud of tear gas, or the firing line of a baton round. Tear gas in a residential area is bad enough, anyway.
