State and local taxes are determined at the state and local level. The feds have no authority to do anything with them.

I understand this Battra. But then Cain's plan raises sales taxes to up to 20% in some places when you take into account both federal and local taxes. I don't know if he's addressed this.

I'm not a fan of 999 as it's written but I think it's a good start. Quite frankly, I'd just like to see a flat tax with no exemptions at all. That way it will make it much easier for everyone.
