Alright, may be wrong about this, as I never got a straight answer when I worked there. HOWEVER, I would like to share an interesting thing my boss told me the day I started there. He was telling us about highlighting the website to go to for the survey, and he then proceeded in a very serious tone to say that 'No one ever wins. Ever.' which to me is, beyond corrupt. Like I said, never got a straight answer on that, but I never heard of anyone winning it, and with a comment of a former district head... Who knows, man.
