    So Steam now says "Offline mode is used when you're about to unplug your laptop, or are otherwise expecting to not be connected to the internet.". Not sure when that started, but I guess that's one way of "fixing" the problem... :(

      Thats generally always been the case. It needs to make a offline cache thingy first.
