Because switching them out would be more work than not switching them out.

Yup. They make larger textures cos that's how the pipeline works. They then scale it down(easier than scaling up) for consoles, then just port the console game over(easier than remaking it for PC)

Just an update to this but x360 version of the game is now out and about on the net.
