If we're talking about an online game like Counter-Strike, then sure, I can see why less than 60 could be problematic for high-level play.

But for single-player it simply isn't that big of a deal. Devil May Cry should preferably run at 60 FPS but it really isn't that big of a deal if it's not. Like FDS said, it's completely relative. You're being way too broad with "action game".

I'm kinda with Chewy. I don't think making every little thing perfect looking is the better way to take full advantage of the power. IMO, targeting 60 and sacrificing some things should be. We're not at a point yet to make leaps of improvement to what we've had last gen. There's a certain point where graphics are really good already, like diminishing returns or something.

IMO that's just a preference. I don't mind 30 in terms of just framerate being noticeable, but controls are much, much better when running at 60FPS.
