Nexus 4 (4.2.2) Evo 3D (4.2) HP Touchpad (4.1) Optimus V (4.0) All run over 4.0... so I'm guessing that's your issue? Because the Optimus V is about as low end as hardware gets. GSMArena claims HTC released a 4.0 ROM for it. I would assume it's the same Sense 3.6 update my Evo 3D got. So yeah, it's very likely Verizon's fault. Root it. Install a custom ROM. I got the phone almost 2 years ago, so I'm almost up on my contract, but have been waiting to look at new phones until I am. *Edit* - Verizon's page listing devices that work with their SIMs seems to be missing.
