If it's anything like games are, then yeah it's mainly up to the distributor. There's plenty cases of same game on Steam n GOG, one's DRM free and the other isn't so it can't really be wholly the games publishers decision/encouragement.

Maybe i'm wrong, but i was always under the impression that Apple had to wrap songs in DRM in order to get the labels on board. I'm not saying Apple don't get benefits out of having it under lock and key, but i'm sure if they removed it the Labels would lose their shit.

They used to have to, yes, but they did remove it in the last few years. The last time I saw an encrypted song on iTunes was before they made the switch, and even then, lots were "iTunes plus" DRM-free files.
