Rule of thumb: If your computer can run Team Fortress 2 decently (as in, medium-high graphics, little or no lag) then you can probably run MNC as well. If not then you probably can't.
Based on what that article said, it looks like it would apply to any game that worded its EULA appropriately. However, that's just the 9th Circuit, and unless the US Supreme Court rules on the issue the other 10 circuits (there are 11 total) can choose to either follow that ruling or not.

I'm not sure what that link was supposed to tell me, but you're right, I just tried it and it will let me move it. Some games, however, will not let you transfer the saves between storage devices at all.
